This inspires me with another idea that seems to link well with our approach to research information publication.
The article is mainly about using document hierarchies from multiple individual users to generate a consensus hierarchy and hyperlinking, implanted into a document repository system.
My thought is to do something like this on the Web as a whole -- based on web links rather than or as well as deposited documents -- taking as a starting point a system like Connotea, and adding the capability to categorize documents using a local taxonomy (which may also be a normalized ontology in the sense of Alan Rector's proposals). I imagine close communities might share a taxonomy. (I would favour allowing arbitrary new terms to be introduced provided that a superclass in the taxonomy is designated.)
Something like this, operating initially at research group level, but migrated to a more global framework as documents are made public. In this way, an initial set of relationships between newly published documents and existing works might be established and used as a basis for information discovery.
