Content Object Repository Discovery and Registration/Resolution Architecture

The Content Object Repository Discovery and Registration/Resolution Architecture project (CORDRA) appears to attempt for learning objects what ImageWeb is attempting for research image data. To the extent that learning objects can be regarded as opaque media objects, the projects may have goals in common. In particular, the stated CORDRA assumptions (http://lsal.org/lsal/expertise/projects/cordra/intro/intro-v1p00.html#assumptions) resonate strongly with those for data webs. But, by comparison with data webs, CORDRA aims to create a more integrated user experience, so the architecture contains many elements that are passed over by our data webs work (e.g. authentication, access control, identifier management).
"CORDRA stands for Content Object Repository Discovery and Registration/Resolution Architecture. It is a model of how to enable the next step in the evolution of e-learning, namely, how to solve the problem of finding and reusing learning content.
Its goal is to develop a model for how to do this, using existing technology from the worlds of learning content management and delivery, content repositories, and digital libraries. CORDRA aims to identify and specify (not develop) appropriate technologies and existing interoperability standards that can be combined into a reference model that will enable learning content to be found, retrieved and re-used."
But, for a project that was started early 2005, there does not seem to be a lot of published results or designs that I can find. I was expecting to find at least a technical specification that would mention all the existing standards and components that the CORDRA system plans to use. They do mention the Handle System of identifiers (http://www.handle.net/index.html), but I don't see much more. I also see no publications later than 2005. There is a temporary page of CORDRA documents at http://cordra.net/docs/, complete with a health warning that the document URIs given are not persistent. There is also a survey of search interfaces and specifications at http://cordra.net/docs/info/searchspecs/v1p00/info-searchspecs-v1p00.php.
On the basis of the project's web site, I get the feeling this is defunct, mostly-vapourware project.
