This appears to be an OAI harvester and search service, very like OAIster.

This work appears to pre-date OAIster by about 2 years, yet I can't find any acknowledgement in the OAIster documents.

Ironically, the only academic paper I can find that is specifically about OAIster is available only though paid access.
